AJAX, rich Internet UIs, mashups, communities, and user-generated content often add more complexity than they're worth. They also divert design resources and prove (once again) that what's hyped is rarely what's most profitable.

Essentially Nielsen is trying to bring sanity to the proceedings by making the case that economically speaking, some developments are much more onerous than others, and that there is a whole raft of improvements to useability that can be made for lesser effort, and which will provide a greater return.
The suggestions he makes include simple recommendations about photographic quality, quality of text descriptions, newsletters and simplification - to use an old fashioned word.
